IMSolutions is looking for a Senior Acquisition Subject Matter Expert (ASME3) to support our client the Department of Interior in Herndon, VA (positions are 100% remote). As a Senior Acquisition Subject Matter Expert, you will perform acquisition support services, to include contract pre-award, administration, and post-award; acquisition policy development, analysis, and advisement; all phases of the grants management process; financial management support services, including price analysis and invoicing; and subject matter expertise in the areas of acquisitions, policy, and/or identified technical acquisition areas. Primarily, our support encompasses assisting clients in acquiring mission-critical capabilities; including developing holistic program strategies for successfully inserting technologies to achieve material solutions efficiently and expeditiously. What You Will Do:Provide program management oversight for complex projects; lead the development, planning, and implementation of management initiatives; analyze all phases of projects from inception to closeout; develop strategic solutions for agency requirements; and coordinate project resolution. Develop and lead executive-level workshops. Provide expertise and guidance for federal acquisitions in subject matter areas of specialized knowledge.Assist client in developing statements of work, statements of objectives and performance work statements, and procurement strategy.Develop evaluation plans, pricing methodologies, and major administrative plans.Develop and recommend streamlining initiatives using innovative techniques where appropriate, to improve procurement operations and customer service.Prepare draft of protest and termination case documents for review and approval by the Contracting Officer.Coordinate and manage the preparation of analysis and evaluations.Provide recommendations for proper implementation of programs and systems specifications in the following specialties: business process re-engineering, workflow, and process automation, process improvement, quality control, and management, information systems architecture, automation, communications protocols, risk management/electronic analysis, software, life cycle management, development methodologies, modeling, and simulation projects.Rely on experience and judgment to plan and accomplish goals. What We Are Looking For:Master's degree from a college or university accredited by an agency recognized by the U.S. Department of Education.Minimum of 15 years of direct federal experience demonstrating expert knowledge in the designated field or discipline performing actions specific to federal acquisitions with relevant experience within the last 5 years.Experience administering Cost Reimbursement contracts.Experience in implementing process improvement initiatives within organizations. Do You Have?Strong working knowledge and a wealth of experience of the Federal Acquisition Regulation (FAR), agency-specific regulations, and knowledge of acquisition streamlining initiatives and reforms.Superb organizational leadership skills serving as Senior Acquisition SME and through developing and executing plans and policy while overseeing organizational compliance. Previous experience in project management activities. Ability to participate in the development of solutions and implementation of strategy by leveraging acquisition expertise and providing recommendations as deemed necessary. Ability to: provide program management oversight for complex projects; lead the development, planning, and implementation of management initiatives; analyze all phases of projects from inception to closeout; develop strategic solutions for agency requirements; and coordinate project resolution. Experience developing and leading executive-level workshops is preferred. Experience developing and implementing solutions to agency challenges through the application of knowledge gained on previous projects is required. An ability to analyze the impact of industry trends, policies, or standard methodologies is required. Experience in coordinating and working directly with senior government officials and advisors.
