IMSolutions is looking for a Senior Acquisition Specialist (R&D) to support our client the Department of Interior in Herndon, VA (positions are 100% remote).As a Senior Acquisition Specialist, you will negotiate and administer R&D contracts, to include contract pre-award, administration, and post-award; acquisition policy development, analysis, and advisement; all phases of the grants management process; financial management support services, including price analysis and invoicing; and subject matter expertise in the areas of acquisitions, policy, and/or identified technical acquisition areas.Who We Are:IMSolutions is a rapidly growing economically disadvantaged woman-owned, veteran-owned Virginia-based management consulting company. Primarily, our support encompasses assisting clients in acquiring mission-critical capabilities; including developing holistic program strategies for successfully inserting technologies to achieve material solutions efficiently and expeditiously. What You Will Do:Provide expertise and guidance for federal acquisitions in subject matter areas of specialized knowledge (R&D).Assist client in developing statements of work, statement of objectives and performance work statement, and procurement strategy.Develop evaluation plans, pricing methodologies, and major administrative plans.Develop and recommend streamlining initiatives using innovative techniques where appropriate, to improve procurement operations and customer service.Prepare draft of protest and termination case documents for review and approval by the Contracting Officer.Coordinate and manage the preparation of analysis and evaluations.Provide recommendations for proper implementation of programs and systems specifications in the following specialties: business process re-engineering, workflow, and process automation, process improvement, quality control, and management, information systems architecture, automation, communications protocols, risk management/electronic analysis, software, life cycle management, development methodologies, modeling, and simulation projects.Rely on experience and judgment to plan and accomplish goals. What We Are Looking For:Bachelor's degree from a college or university accredited by an agency recognized by the U.S. Department of Education.10 years of experience performing actions specific to federal acquisitions with relevant experience within the last 2 years.Experience negotiating and administering R&D contracts.Experience in implementing process improvement initiatives within organizations. Do You Have?Direct federal contracting experience demonstrating comprehensive knowledge of both industry and business practices, procurement, contracting policies, methods, cost relationships, and options.Experience in the contract pre-award process to include, at a minimum: source selection process(es), post-award process, contract administration, and contract pre-closeout. Specialized knowledge of pre-award contract requirements required contract documentation, the Federal Acquisition Regulation (FAR) clauses and applicability, federal supply service orders, delivery orders, and task orders under indefinite-delivery/indefinite-quantity contracts, along with best practices in contract negotiations.Thorough understanding of the acquisition life cycle and the ability to make recommendations for contract selection type for new acquisitions.Experience in contract preparation and documentation to include, at a minimum: Statements of Work/Performance Work Statements (SOW/PWS), preparing solicitations, contract modifications, cost/price analysis, supporting procurement documents, Memorandums of Understanding (MOU), Determination & Findings (D&F), Source Selection Plans (SSP), Quality Assurance Surveillance Plan (QASP), assisting with the development of Independent Government Cost Estimates (IGCE), documentation of contractor performance and/or areas of concern.Strong verbal and written collaborative skills ensuring a more knowledgeable and engaged team/workforcePositive professional attitude - demonstrating an ultimate desire to fulfill organizational objectives by providing a positive customer experience.Ability to proficiently manage a high volume of workload.Integrity: Without it, no real success is possible.
