Serco currently is recruiting for a Chief of Party (COP) in anticipation of a USAID program that will become the primary vehicle for implementing agency training activities. The project will support USAID's Office of Human Capital and Talent Management (HCTM) and Center for Professional Development (CPD) in coordinating core and non-core training for the Agency's 8,000 employees. The vehicle will include a US-based (Washington DC area) training facility, web-based, and instructor-led virtual training activities. Trainings also will be implemented at various USAID Missions across the world. Full-time remote work is currently in effect due to the pandemic. When it is safe, this role will require 20% of your time working at Serco's Herndon, VA office and/or the client site in Washington, DC. Primary Responsibilities:
  • Ensure all services are aligned and delivered according to the guidelines established by the USAID Contracting Officer's Representative.
  • Serve as a primary point of contact to liaise with USAID and other government stakeholders and Team Serco partners, as required by the project.
  • Oversee internal controls and financial management, ensuring project financial reporting is submitted as agreed.
  • Oversee assessment processes to identify risk and develop plans for addressing the risks associated with implementing instructor-led, web-based, and virtual trainings;
  • Review deliverables for completeness, accuracy, and continuous quality improvement.
  • Lead developing annual strategic and operational plan and oversee development and successful implementation of annual work plans.
  • Monitor project implementation, including internal and external client satisfaction, using best practices.
  • Ensure that the project consistently delivers timely training programs.
  • Identify issues and risks related to project implementation in a timely manner suggesting appropriate adjustments.
  • Responsible for oversight of the entire project, and will be required to work with various stakeholders, including high level government and USAID officials and Team Serco partners.
  • Will provide training to professionals interested in providing high-quality training and support services including curriculum design, and training logistics and delivery. **Serco Inc. is using this posting for the purpose of responding to a proposal. We are seeking qualified candidates in the event of a contract award. This position is not currently funded/active. Should Serco be awarded the contract, and you meet the qualifications of the position, you will be considered in the selection process.** Qualifications Required Qualifications:
    • Bachelor's degree in Training, Adult learning and development
    • Twelve (12) years of progressively responsible work experience implementing multi-sector learning and development programs with demonstrated strong management and coordinating skills;
    • A minimum of five (5) years' experience a COP, including direct supervision of professional and support staff and assembling teams working on multi-faceted training and development programs;
    • Senior-level professionals with a proven track record of successfully implementing and managing large-scale training programs for USAID.
    • Must be able to obtain and maintain a Public Trust clearance.
    • Requires significant coordination skills, broad general and technical knowledge. Relevant technical background in training, curriculum development, assessments, and the USAID evaluation process
    • A familiarity with USAID learning programs and extensive knowledge of USAID administrative and procurement practices;
    • Some travel may be required. Desired Qualifications:
      • Master's Degree in Training, Adult learning and development, or related field of study
