White Parker is seeking a highly skilled, proactive, and
experienced Senior Consultant to lead a changemanagement
communications program and enterprise performance measurement task
within an engagement for a missionfocused federal organization. You
will design and execute a communications plan that raises
awareness, secures stakeholder commitment, and maintains engagement
across senior leaders, midlevel managers, and operational
personnel. You will also establish integrated metrics and
dashboards, conduct businesscase analyses, apply recognized
costestimating models, and plan/execute Integrated Baseline Reviews
with associated reports and briefings Key Responsibilities Design
and implement a fullspectrum changemanagement communications
program with segmented messaging and artifacts (executive briefs,
brochures/fact sheets, initiative playbooks, short webready videos)
that meet agency style/branding/clearance. Stand up performance
measurement frameworks: define objective metrics that align
program, division, and enterprise goals; produce dashboards and
feed results into continuousimprovement cycles. Conduct
businesscase analyses; recommend performance measures; apply
costestimating methods; plan and execute IBRs; develop reports and
stakeholder briefings. Collaborate with strategic planning to
translate enterprise goals into measurable outcomes and to
synchronize updates when higherlevel guidance is issued. Build and
maintain relationships with key stakeholders Provide advisory and
decision-making support to executives through data-driven analysis
and recommendations Prepare and deliver executive-level
presentations Manage unexpected high-priority situations
effectively and efficiently Minimum Qualifications Bachelors in
Engineering, Business, or related field. Current PMP or DHS
midlevel PM (or equivalent) and/or Six Sigma MBB (or equivalent) 7
years of experience (or 5 years with a Masters or higher) leading
complex initiatives, portfolio management, process improvement, and
executive coaching; quality/compliance review experience.
Proficiency with Microsoft Project, Access, Office 365/SharePoint;
ability to learn agencyspecific program management tools; excellent
written/oral English. Experience in federal mission environments.
Experience in development and executing a portfolio of strategic
communications products for executive audiences. Awareness of
Section 508 accessibility requirements for electronic content About
the Environment Our client is a federal mission-support
organization undertaking enterprise change, strategic planning,
business transformation, data/tool modernization, and continuous
performance improvement across multiple business lines. Work is
primarily on-site in the National Capital Region with occasional
CONUS travel. Deliverables must be timely, accessible, and
compliant with federal security and privacy standards. Work
Conditions Core hours are 7:30 a.m.5:00 p.m. ET, MondayFriday, with
occasional offhours support as needed. Some CONUS travel may be
required. Key Personnel must be responsive during core hours.
