employees.Westat is seeking a Senior Proposal Manager to help in
the pursuit of growing our business. The ideal candidate has
experience managing a team of Proposal Managers as well as serving
as a Proposal Manager on large, complex, and high-priority federal
bids. The Senior Proposal Manager also plays a lead role in
building the knowledge and expertise of all Westat staff in
proposal development by planning and conducting proposal trainings
and developing and updating proposal templates, tools, and
resources.The Senior Proposal Manager will work directly with the
Senior Manager, Proposal Strategy & Operations in leading a team of
Proposal Managers responsible for managing the company's largest
and highest priority bids. This includes serving as the point of
contact for incoming requests for Proposal Managers, making
Proposal Manager assignments and ensuring coverage through to
submission and any follow up submissions, and coaching Proposal
Managers to ensure the development and delivery of high-quality,
compliant proposals that adhere to company standards and
procedures.The Senior Proposal Manager will also manage proposals,
which includes:--- Developing and monitoring the proposal
schedule.--- Preparing the proposal outline and compliance
matrix.--- Scheduling, facilitating, and documenting meetings,
including color reviews.--- Conducting RFP compliance reviews.---
Collaborating with proposal pricing staff to ensure technical and
business proposals are consistent and on schedule for delivery.---
Overseeing final production and ensuring timely submission of
proposals.--- Performing varied proposal management tasks needed in
responding to and submitting follow up submissions (responses to
questions and final proposal revisions).Finally, the Senior
Proposal Manager will play a lead role in building the knowledge of
all staff in implementing Westat proposal processes, including:---
Updating and maintaining tools, templates, and other content in
proposal resources repository.--- Training and mentoring new
proposal managers and other staff on proposal processes.Basic
Qualifications:--- Bachelor's degree and a minimum of 10 years of
related experience or a master's degree and a minimum of 7 years of
related experience.--- Experience with Federal government RFPs and
full life cycle proposal development experience.--- Prior
experience directly supervising staff.--- Experience with MS
Office/Office 365, MS Teams, and Box.Preferred Qualifications:---
Association of Proposal Management Professionals (APMP),
Foundation-Level Certification--- Experience with grant
proposals--- Extensive experience developing proposals for key
clients, including CDC, NIH, SAMHSA, CMS, other HHS agencies, ED,
SSA, USDA, DOT, and VA.--- Knowledge of state, local, foundation,
and commercial proposalsMinimum Qualifications--- Demonstrated
communication skills--- Collaboration with teams, managers and/or
clients--- Organization skills, including time management
