The Role
The Senior Director, Public Sector Program Management for
Intel/Special programs provides overall guidance for a portfolio of
contracts, programs and projects supporting US government
customers, including successful implementation and expansion over
contract life cycles. Contract functions include Operations and
Maintenance (O&M) of a government owned network, integration
engineering, security, information technology (IT), financial
program control, configuration management, Inside Plant
(ISP)/Outside Plant (OSP) engineering/construction/installation,
contract compliance, and project management. The team executes
multiple simultaneous activities in project management (technical
and non-technical), network deployments and sustainment, and a 24x7
Network Operations Center. Significant customer and Lumen
management coordination and interaction required to successfully
direct contract performance.
The Main Responsibilities
--- Provide oversight, coordination, and implementation of program
requirements
--- Plans, integrates, and directs cross-functional customer
engagements at all levels by non-sales and sales teams to grow the
business and ensure customer satisfaction; responsible for a
holistic approach to the development of program solutions and
process, enabling and equipping innovation
--- Develop instrumentation approach for the business to assess
performance vs. targets, refine strategic vision and identify
additional areas for improvement, including all key leading
indicators from a financial and operational perspective; provide
analysis and implement actions on metrics to enhance
productivity
--- Directs the development of program and processes/procedures to
ensure sponsor network operates efficiently, and addresses problems
and deficiencies swiftly
--- Oversees the selection, implementation, operation, and
maintenance of proper equipment to satisfy the government's
technical requirements
--- Responsible for securing classified contract(s) and successful
implementation and expansion over the contract life cycle
--- Develops and drives customer engagement at executive level to
ensure customer driven methodologies, procedures, and systems in
assigned programs and achieve a second-to-none customer experience;
direct interface to the customer and Lumen senior leadership on
service-related issues
--- Review Requests for Engineering Change Proposals, Requests for
Proposals, Statements of Work, and Request for Information ensuring
responses meet mission needs, fit within Lumen capabilities and are
compliant and competitive
--- Manage complex spend plans and ensures aspects of the program
are operating within established budgets
--- Assess and mitigate operational risks and issues, applying
corporate resources and escalating to upper management as
required
--- Provide guidance to assess and mitigate operational risks and
issues
--- Address key issues in organizing teams and determine methods
for working with executive management, customers, and project
stakeholders to foster effective communications on programs and/or
projects
--- Develops and oversees a personnel development plan that ensures
team members maintain and expand technical knowledge and skill
sets
--- Motivate, coach, and develop program management individual
contributors and managers, resolve organizational conflict, remove
implementation delivery and revenue generating barriers, and
provide positive recognition and feedback to employees and
ecosystem partners.
What We Look For in a Candidate
--- Active Top Secret Clearance with SCI access mandatory at start;
ability to be cleared for additional program access as required;
must maintain eligibility requirements for access to classified
information via government security re-investigation
--- 15+ years leadership experience with Bachelor of Science degree
in Business, Computer Science, Information Systems, Engineering, or
other related scientific or technical discipline or equivalent work
experience, 12+ years with Master's degree.
--- Minimum 8-10 years' experience with preferred focus in
Program/Project management, leading large organizations,
operational support, technology implementation, and/or managing
complex networks. Experience in solution development and
Program/Project management leading security focused DoD and/or
intelligence programs and projects.
--- Full life-cycle development, a demonstrated ability to provide
guidance and direction, proven experience in management and control
of funds and resources, with demonstrated ability to manage
multiple, concurrent tasks
--- Industry certifications preferred such as Project Management
Professional (PMP), Information Technology Infrastructure Library
(ITIL) foundation, Certified Information Systems Security
Professional (CISSP) certification
--- Strategic visionary with exceptionally strong written and
verbal communication, persuasion, and analytical problem-solving
skills. Proficiency using Microsoft Office applications (Excel,
Word, SharePoint, Project, and PowerPoint) required.
--- Ability to build and maintain a constructive team spirit where
team members are committed to the goals and objective. Proven
ability to form and develop teams to achieve cooperation and
synergy in a matrixed environment. Evidence of ability to shape
teams with a commitment to company core values that outperform
expectations with respect to assigned goals and objectives.

this position based on current national data. Minimums and maximums
may vary based on location. Individual pay is based on skills,
experience and other relevant factors.
This position is eligible for either short-term incentives or sales
compensation. Director and VP positions also are eligible for
