Job Description:
Summary The Office of Emergency Management (OEM) is a national
program office within the Office of the Deputy Under Secretary for
Health for Operations and Management. It is a national program
office with staff strategically placed across the nation. The VHA
Office of Emergency Management is a high-profile organization that
has daily interaction with the highest levels of leadership within
the Federal Government as well as state and local agencies in the
public and private sector. Responsibilities Promotion Potential:
The selectee may be promoted to the full performance level without
further competition when all regulatory, qualification, and
performance requirements are met. Selection at a lower grade level
does not guarantee promotion to the full performance level. Duties
typically include but are not limited to the following: Serves as a
member of the VHA OEM Logistics team with responsibilities over a
wide variety of Emergency Management (EM) operational resources as
directed by the Supervisory Program Manager. This includes
implementing EM protocols, templates, and methods that are
appropriate to the EM operations activities. Assists in the
planning, organizing, and deploying response resources ensuring
training and operations requirements are fully integrated and
coordinated and in compliance with all legal and regulatory
requirements. Meets and addresses customer needs. Assist with the
set-up, and preventive maintenance of the equipment during
incidents/events Consults with the Supervisory Program Manager when
responding to new initiatives and evolving emergency preparedness
and response expectations. Under the direction of the Supervisory
Program Manager implements a variety of guidelines that impact
planning and day-to-day emergency management operations and the
associated emergency management activities and functions (e.g.,
Homeland Security Presidential Directives, National Response
Framework, National Incident Management System and agency-specific
guidelines and regulations). Assists the Supervisory Program
Manager in developing and implementing a variety of EM guidelines
and structures for general and specific EM operations, including
contingency plans and the continuity of operations. Under the
direction of the Supervisory Program Manager; provides personnel
with assistance and advice regarding EM activities, policies,
procedures, guidelines, directives, and organizational information.
Gathers data, posts results, and reviews program direction to
ensure plans are current and meets internal and external
requirements; reports findings to Supervisory Program Management
for review/implementation. The Logistics team member continually
maintains active professional working relationships and liaisons,
as a VHA representative, with all other federal, state, and local
EM entities. In coordination with the Supervisory Program Manager
and Senior Management team, assists in the implementation of the
standards for the Veterans Health Administration and the VHA
Comprehensive Emergency Management Program (CEMP) evaluation.
Consults with the Supervisory Program Manager prior to responding
to requests for assistance in resolving any emergency management
issues. Will be responsible for assisting and ensuring that the VHA
OEM response assets are deployable by maintaining, sustaining, and
exercising on a developed routine schedule. Work Schedule: Monday -

Qualifications To qualify for this position, applicants must meet
all requirements by the closing date of this announcement,
02/07/2023. Time-In-Grade Requirement: Applicants who are current
Federal employees and have held a GS grade any time in the past 52
weeks must also meet time-in-grade requirements by the closing date
of this announcement. For a GS-7 position you must have served 52
weeks at the GS-5. For a GS-9 position you must have served 52
weeks at the GS-7 grade level. The grade may have been in any
occupation, but must have been held in the Federal service. An
SF-50 that shows your time-in-grade eligibility must be submitted
with your application materials. If the most recent SF-50 has an
effective date within the past year, it may not clearly demonstrate
you possess one-year time-in-grade, as required by the
announcement. In this instance, you must provide an additional
SF-50 that clearly demonstrates one-year time-in-grade. Note:
Time-In-Grade requirements also apply to former Federal employees

and/or education as described below: Specialized Experience: You
must have one year of specialized experience equivalent to at least
the next lower grade GS-5 in the normal line of progression for the
occupation in the organization. Examples of specialized experience
would typically include, but are not limited to: Experience in
Warehouse Operations; Inventory Management; Materials Handling
Equipment. Must possess a valid drivers license and endorsements as
required. Prepare for and implement all Emergency Management work
to mitigate, prepare for, respond to and recover from emergencies
and disasters. Maintains active and effective professional working
relationships with vendors and services providers and maintains
effective liaisons with other Federal, State, Tribal and local
emergency response partners as appropriate. Knowledge of the
Incident Command System (ICS), National Incident Management System
(NIMS)functional roles within the National Response Framework
(NFR). Proficient computer skills with the ability to utilize
various office automation software programs, such as Microsoft
Office Suite, to include word processing and spreadsheet
applications. Must have the ability to communicate both written and
orally. Ability to review executive level documents and reports and
provide information required for corrective actions as required.
Assists in the development of standards of readiness for deployable
assets and maintains accountability. OR, Education: Applicants may
substitute education for the required experience. To qualify based
on education for this grade level you must possess a Bachelor's
degree with Superior Academic Achievement or have 1 academic year
of graduate education related to the duties of the position. OR,
Combination: Applicants may also combine education and experience
to qualify at this level. You must have a combination of
specialized experience and education beyond the one year as
described above. For a GS-9 you may qualify based on your
experience and/or education as described below: Specialized
Experience: You must have one year of specialized experience
equivalent to at least the next lower grade GS-7 in the normal line
of progression for the occupation in the organization. Examples of
specialized experience would typically include, but are not limited

related to the duties of the position or two (2) full years of
progressively higher level graduate education leading to such a
degree. OR, Combination: Applicants may also combine education and
experience to qualify at this level. You must have a combination of
specialized experience and more than 2 years of graduate experience
as described above. This position has a Selective Placement Factor

sedentary during non-emergency situations. However, participation
in field exercises and operational support missions may require
strenuous physical activity to include carrying persons and
equipment, walking long distances over difficult terrain, running,
climbing, working long hours in primitive or arduous conditions,
long periods of standing, and bending and stooping. Deployments may
include various housing and living conditions to include
non-climate controlled, limited privacy sleeping facilities. For
