This position will bring your expertise and collaborative skills to make an impact towards your career.Serco supports theCenters for Medicare & Medicaid Services, a federal agency within the United States Department of Health and Human Services that administers the Medicare program and works in partnership withstate governments tocontinue supporting eligibility determinations for consumers purchasing health insurance through the Federal Health Insurance Exchanges.You will be part of a 100 member team that works closely with the customer and other Serco teams to deliver quality systems.The team has received an Excellent rating and has been recognized by the Department of Health and Human Services for their outstanding contributions to the contract and program.In this role you will:Direct all aspects of the information systems function and ensure adequate budget for capital equipment and technical manpower acquisition.Proactively manage cross functional technical teams through the transition and delivery of technology capabilities in support of the services being delivered on programs.Anticipate problems and complications, and formulate solutions so as not to impede the progress of the project. Collaborate with, and leverage internal IT resources Solution Architecture, Development & Integration, and Shared Services.Work with business and customer stakeholders to define solution objectives and requirements. Ensure all business systems, IT systems and partner platforms are in place to support the business and that the technical design accurately represents the business requirements. Provide oversight, knowledge and guidance to IT staff across the lifecycle of IT projects. Ensure the consistency and maintainability of existing applications by creating, maintaining, and enforcing standards/procedures for implementing technical solutions.Direct operations in executing production tasks according to a documented schedule that meets or exceeds customer expectations. Produce detailed time line for each IT project including stakeholder management plan, risk mitigation plan, back-out plan, etc. Direct and prioritize the work load of IT support personnelReview all design plans, projects and proposals for new technology, data center additions, network and IT operations changes to ensure adherence to Serco technology standards and enterprise architecture best practicesParticipate on all hardware and software evaluations and maintains vendor contracts.Represent the IT function at customer review meeting when appropriatePerform liaison duties between users and IT personnel in the areas of systems implementation, hardware upgrades, storage, change management, decommissions, life cycle management, systems modifications and trouble-shooting.Support the IT department's operational and strategic planning, including fostering innovation, planning projects and organizing and negotiating the allocation of resourcesManage the deployment, monitoring, maintenance, development, upgrade and support of IT systems and applications. Engage with stakeholders to define business and systems requirements for new technology implementations.Manage financial aspects of the IT department, including purchasing, budgeting and budget review. Approve and oversee projects and project portfolio.Negotiate and administer vendor, outsourcer and consultant contracts and service agreements.Support asset management for IT hardware, software and equipment.Establish and maintain regular written and in-person communications with the organization's executives, department heads and end users regarding pertinent IT activities. Qualifications: To be successful in this role you will have:Bachelor's degree or equivalent and 10-15 years of experience in the field or in a related area. PMP and/or CMMI certification preferred and 10-15 years of related work experience in IT Infrastructure and Systems development, which should include successful experience of leading or managing a team of technical resources.Excellent interpersonal and communication skills with the ability to interact with others and senior management. Strong technical project management skills with the ability to work on and track multiple projects simultaneously. Proven track record of leading multiple partners/sub-contractors. Experience working with/for large system integration companies and/or serving government customers. Solid experience leading large enterprise projects from concept to operations working with customers at different levels including developers, product managers, operations, sales, business development, and c-level executives.Strong working knowledge in SDLC - requirements gathering, design, development, QA, and operations. Working experience in modern enterprise technology including Java/J2EE, MS .NET, BPM/Workflow, ESB, Web Services, XML, COTS and/or relational DB (Oracle, MS SQL).
