Title: Vice President of Operations - Construction Group Department: Executive Location: Herndon, VA Category: Regular full-time FLSA Status: Exempt Salary/Grade Level: DOE Date Approved: 12/31/2020 Reports to (Supervises/Liaison): President and CEO ___________________________________________________________ SUMMARY The Vice President of Operations is responsible for the results of subsidiary operations included in the Construction Group; responsible for each subsidiary achieving the goals and strategies included in its strategic plan while ensuring that strategies support Goldbelt Incorporated's Strategic Plan. The position acts on behalf of Goldbelt, Incorporated as the majority owner or sole owner in each subsidiary and advises the representatives from Goldbelt Incorporated that act as "Manager" of the subsidiaries under his/her responsibility. Provides guidance and direction to subsidiary General Mangers included in the Construction Group. Guides and coordinates marketing efforts for area of responsibility; ensures that each subsidiary is aware of contract opportunities, and that there is an appropriate response to such opportunities; reviews and approves proposals prepared by individual subsidiaries before being submitted to the government. Provides counsel and advice on all operational issues to the president of the subsidiaries included in the Construction Group; prepares an annual evaluation of each GM; makes recommendations to the President and CEO of Goldbelt, Incorporated regarding salary adjustments for each president; recommends removal or replacement of subsidiary president if in his/her judgment, performance has not been up to expectations and such action would be beneficial to the Group; Makes decisions to settle conflicts between subsidiaries in instances where more than one subsidiary pursues the same contracting opportunity; encourages sub-contracting agreements between subsidiaries when allowed by SBA; Monitors compliance with SBA guidelines by the subsidiaries in the Construction Group; provides counsel and advice on how each subsidiary should stay in compliance with the SBA. Monitors and insures cooperation and coordination between the Goldbelt Shared Services and the subsidiaries in the Construction Group. JOB DUTIES

  • Develop short and long term operational strategies in partnership with senior team members and provide the leadership necessary for the successful design, development, and execution of that strategy to achieve measurable outcomes in a timely, cost effective manner.
  • Lead and manage a highly productive, motivated and driven team through strong communication, empowerment, reward and coaching techniques.
  • Maintain close working relationships with partner group in functional areas, including Business Development, Human Resources, Finance and Executive Leadership.
  • Partner with the business unit leaders and other key stakeholders to drive change and implement new business processes.
  • Responsible for the growth, delivery, and client satisfaction for all assigned Goldbelt subsidiaries; build and enhance customer relationships to expand the business through organic growth and new business.
  • Lead and encourage business development efforts by the various subsidiary presidents and senior managers.
  • Develop and implement both strategic and tactical business plans, direct capture activities; responsible for business development, growth, strategic planning objectives, profitability, and compliance with SBA regulations, the FAR, and any relevant regulations.
  • Lead and mentor a group of subsidiary GMs, program directors and senior support staff to ensure the accomplishment of all revenue, profit, and growth objectives
  • Manage and approve the preparation and submission of business planning information including budgets (revenue, costs, and profit projections), cost estimates, salary planning and investment funds requests.
  • Conduct monthly contract reviews for monthly performance against budget projections (direct labor, revenue, profit, discretionary spending, AR, etc.)
  • Manage the development of subcontractor specifications, statements of work and evaluation criteria; leads source selections and negotiation teams and monitors subcontract costs and schedules.
  • Evaluate and advise on the impact of long range planning, introduction of new programs/strategies, and regulatory action.
  • Supervise the preparation of and approve the submission of all status reports (internal), and ensure external reports are prepared and submitted.
  • Develop credibility with the finance group by providing timely and accurate analysis of budgets, financial reports, and financial trends to assist the President/CEO, Board, and senior executives in performing their responsibilities.
  • Enhance and/or develop, implement and enforce policies and procedures of the organization by way of systems that will improve the overall operation and effectiveness of the corporation.
  • Provide strategic financial input and leadership on decision making issues affecting assigned businesses (i.e., evaluation and potential alliances, acquisitions, mergers and/or business development and investments).
  • Be an advisor on any contracts that subsidiaries may pursue.
  • Performs other incidental and related duties as required and assigned. NECESSARY SKILLS AND KNOWLEDGE
    • Demonstrated ability to identify, propose upon, and win contract or subcontracts with federal agencies and other prime contractors.
    • Able to show contacts with key decision makers at federal agencies and/or large government contractors seeking to work with small businesses.
    • Working understanding and proficiency with investment principles, budgeting processes, and financial management requirements.
    • Skill in establishing and maintaining cooperative working relationships with board of directors, management personnel and employees.
    • Proven leadership and experience with managing effective client relationships that are high, wide and deep.
    • Demonstrated leadership skills with a broad knowledge of management practices and good business analysis/project management skills.
    • Demonstrated ability to grasp a large, complex, matrix-oriented business at a base level and use this understanding to set overall strategy and drive business process improvement.
    • Demonstrated business savvy to effectively communicate and work with other executives in support of achieving business and systems goals.
    • Strong business planning skills to execute strategic projects with implications for business areas with rapidly evolving business processes. Must posses a balanced perspective on strategic and tactical issues.
    • Proven ability to manage numerous projects, as well as resources, remotely in a highly dispersed organization.
    • Proven ability to select top talent and create a productive environment that promotes initiative, innovation, continual learning and development of key personnel for future advancement.
    • Excellent communication and presentation skills with a wide range of audiences including clients, front line managers and C-level leaders.
    • Ability to provide outstanding customer service both internally and externally

    • Must possess excellent organizational skills. MINIMUM QUALIFICATIONS (education and experience)
      • Bachelor of Science degree in the field of Business, Management, or Construction related field; AND
      • 10 years' experience in management at a senior operations level in relevant field; AND
      • Executive-level leadership and management skills; AND
      • Demonstrated success with full P&L responsibility of a successful company; AND
      • Ability to successfully pass a background and credit check; AND
      • Ability to obtain and maintain secret or higher level clearance; AND
      • A Valid Driver's License with an acceptable driving record; AND
      • Ability to travel at least 30-50% of the time
